Issuing authorities

Council PCNs are issued by local authorities and Transport for London under the same Traffic Management Act 2004 regime — but where you appeal depends on whether the authority is in London. Here are 17 of the larger authorities and the body that hears their appeals.

pcnappeal.uk explains UK PCN codes and appeal grounds for informational purposes. Procedural deadlines are time-critical — always check the date on your PCN. This site is not affiliated with TfL, London Councils, any local authority, the Traffic Penalty Tribunal or London Tribunals. For complex or contested appeals, consult Citizens Advice or a qualified solicitor.

This is a representative set, not every authority. The process and the grounds are the same across the regime; the charge amounts and the exact challenge portal vary by authority, so always start from your own notice and the issuing authority’s page.
