Issuing authorities
Council PCNs are issued by local authorities and Transport for London under the same Traffic Management Act 2004 regime — but where you appeal depends on whether the authority is in London. Here are 17 of the larger authorities and the body that hears their appeals.

Outside London
Councils outside London (England & Wales)
Appeals go to the Traffic Penalty Tribunal.
