The deadline ladder

Parking appeals are unforgiving about time. Every deadline runs from the date on your notice, and missing one can cost you the discount, your right to be heard, or a 50% surcharge. Here is the ladder for both kinds of ticket.

This site is not affiliated with TfL, London Councils, any local authority, the Traffic Penalty Tribunal or London Tribunals. Council PCN

Council / TfL PCN (TMA 2004)

A statutory Penalty Charge Notice issued by a council or TfL. The independent appeal goes to the Traffic Penalty Tribunal (outside London) or London Tribunals (in London).

  • PCN is served

    Day 0

    The Penalty Charge Notice is fixed to your vehicle, handed to you, or posted (for camera-enforced contraventions). The clock starts from the date on the notice.

    If you miss it: Nothing to miss yet — but note the date, because every later deadline counts from it.

  • 14-day discount window

    14 days

    Pay within 14 days and the charge is usually reduced by 50%. You can also make an informal challenge during this period. If you challenge and the council rejects it but still offers the discount, it often extends the discount by a further 14 days.

    If you miss it: You lose the 50% discount and the full charge applies.

  • Pay or challenge

    28 days

    You usually have 28 days to pay the full charge or, for a ticket put on your vehicle, to make an informal challenge to the council explaining why it should be cancelled.

    If you miss it: If you neither pay nor successfully challenge, the council moves to a Notice to Owner.

  • Notice to Owner + formal representations

    28 days

    If the charge is unpaid, the council serves a Notice to Owner on the registered keeper. You then have 28 days to make formal representations on one of the statutory grounds, with your evidence.

    If you miss it: Missing the representation window risks a Charge Certificate and the loss of your right to be heard.

  • Notice of Rejection → appeal to the tribunal

    28 days

    If the council rejects your representations it sends a Notice of Rejection. You then have 28 days to pay or appeal to the independent tribunal — the Traffic Penalty Tribunal (outside London) or London Tribunals (in London). The tribunal is free to use.

    If you miss it: Missing the appeal deadline normally means the charge stands and you must pay.

  • Charge Certificate (+50%)

    +50%

    If you do not pay or appeal in time, the council issues a Charge Certificate and the penalty increases by 50%. You then have 14 days to pay the increased amount.

    If you miss it: Non-payment leads to registration of the debt at the Traffic Enforcement Centre.

  • Order for Recovery → enforcement

    Final stage

    The debt is registered and an Order for Recovery is issued. If still unpaid, a warrant can be passed to enforcement agents (bailiffs). You can file a witness statement (form TE9) in limited circumstances.

    If you miss it: Enforcement agents may add fees and recover the debt.

Private parking charge

Private operator charge (private land)

A contractual invoice from a private parking company. The independent appeal goes to POPLA or the IAS, depending on the operator's trade association.

  • Parking charge notice issued

    Day 0

    A private operator issues a parking charge notice — a contractual invoice for alleged breach of the parking terms on private land. It is not a statutory PCN. A discount (often paying within 14 days) usually applies.

    If you miss it: You may lose any early-payment discount the operator offers.

  • Appeal to the operator

    Usually 28 days

    Challenge the charge directly with the operator first, setting out why it is wrong. Keep it factual and keep copies. The operator must consider your appeal under its trade association's code of practice.

    If you miss it: If you do nothing, the operator may pursue the registered keeper under POFA 2012 keeper liability.

  • Independent appeal: POPLA or IAS

    Usually 28 days from rejection

    If the operator rejects your appeal it must give you a code to escalate to the independent appeals service — POPLA if the operator is a British Parking Association member, or the IAS if it is an International Parking Community member. This stage is free.

    If you miss it: Missing the independent-appeal window usually means the charge stands.

  • County court claim

    Final stage

    If you do not pay and do not appeal successfully, the operator may bring a county court (small claims) action to recover the charge. You can defend it; the operator must prove its case, including valid signage and POFA compliance for keeper liability.

    If you miss it: An undefended claim can lead to a county court judgment (CCJ) against you.

The charge depends on whether the contravention is higher- or lower-level, and on the band your borough adopted. These are the London figures effective from 7 April 2025; pay within 14 days for the 50% discount. Authorities outside London set their own charges within the same regime.
