Who hears your appeal?
Where your appeal goes depends on two things: whether the ticket is from a council or a private operator, and — for councils — whether it is in London. Get the route right and the rest follows.

You reach these only after the authority rejects your formal representations. They are independent of the council and free to use.
Traffic Penalty Tribunal

London Tribunals (Environment & Traffic Adjudicators)
The independent tribunal for penalty charges issued by London boroughs and Transport for London — parking, bus lane, moving traffic, the congestion charge, lorry control and Direct Vision Standard. You appeal here after the authority rejects your representations. Free to use.

POPLA (Parking on Private Land Appeals)

IAS (Independent Appeals Service)
The independent appeals service for parking charges issued by operators who are members of the International Parking Community (IPC). You appeal here after the operator rejects your appeal, using the code it provides.
